PROVINCA Overview
A monetary system for the celestial commons. Governed by code that cannot break its own rules.
The Protocol is a dual-token, dual-treasury stablecoin system designed to implement the benefit-sharing principle of the 1967 Outer Space Treaty. It exists to close the gap between extraction rights and distribution mechanics — not by opposing extraction, but by ensuring the revenue serves the inheritance to which every human being is entitled.
What the Protocol Does
The Protocol issues two tokens with strictly separated functions:
- DING — Price-stable money for everyday transactions. Elastic supply. No governance rights. Minted by depositing collateral. Burned to reclaim value.
- MULKI — Fixed supply of 21 million. Non-inflationary. Voting rights. Staking multiplier. The protocol never sells MULKI tokens; governance power must be earned or purchased from existing holders.
The system maintains two treasuries because the same entity cannot be both investor and backstop:
- Protocol Treasury invests and takes risk for return.
- DIWAN Treasury is buyer of last resort and makes credible commitments without risk appetite.

The Protocol transitions through five phases, each triggered by verifiable milestones:

Legal Foundation
The Protocol draws on five bodies of law to create a plural legal framework (digital corpus possesendi): Roman usufruct, Islamic waqf/mudarabah, Chinese tianxia, African ubuntu, and Indigenous relationality (Seven Generations). It does not claim sovereignty over space. It claims administrative coordination under Article I of the Outer Space Treaty.
